QUALITY ASSURANCE/QUALITY CONTROL POLICY

           Quality Policy

The Quality policy of NANISCO ENGINEERING SERVICES LIMITED is as follows:

“We shall endeavor by all means at our disposal deliver to our clients projects, products, goods, processes and services that meet the standards as set by the International Organisation for Standardization (ISO) and any other body as required

All our quality control shall be based on the ISO 9000 series Internal Standards for Quality Management 4th edition.

The Management of NANISCO ENGINEERING SERVICES LIMITED shall take all necessary measures to ensure that our corporate quality policy is understood, implemented and maintained.

The Management of NANISCO ENGINEERING SERVICES LIMITED shall define all objectives pertaining to key elements of quality, such as fitness for use, performance, safety and reliability as well as the calculations and evaluation of costs associated with all quality elements and objectives with the aim of minimizing quality losses.”

            Quality System Elements

The quality system of NANISCO ENGINEERING SERVICES LIMITED shall apply to, and interact with all activities pertinent to the quality of a project, product, process or service.

It shall involve all phases from initial identification to final satisfaction of requirements and customer expectations. These phases and activities shall generally incorporate the following:

  1. Marketing and market research
  2. Technical research and development
  3. Design/specification engineering and product development
  4. Procurement
  5. Process planning and development
  6. Production process measurement, control and adjustment
  7. Fabrication and production
  8. Process maintenance
  9. Inspection, testing and examination
  10. Storage, transportation and installation
  11. Client use
  12. Technical assistance

            STRUCTURE OF THE QUALITY SYSTEM

Management is responsible for establishing the quality system and for decisions concerning the initiation, development, implementation and maintenance of the quality system.

The key personnel responsible for the implementation of the quality system are as stated below, and their responsibilities are clearly defined.

            General and Specific Responsibilities

i.          Managing Director

The Managing Director shall be responsible for all final decisions regarding the quality of all materials each and every aspect, phase of the project and meeting with the client and their representatives on all quality matters.

The Managing Director shall be responsible for all the final decision take by the project ream which shall comprise of the quality control/quality assurance engineer, the project engineer, senior construction supervisor and the skilled welders, technicians and artisans to be used in the execution of the project.

ii.         Quality Control/Quality Assurance Engineer

The QC/QA Engineer shall report directly to the Managing Director on all matters pertinent to the quality control and quality assurance of the project.

The QC/QA Engineer shall be responsible for reviewing and monitoring the construction operations and documents to ensure that construction practices and methods are in accordance with the approved laid down procedures, specifications and designs.

The QC/QA Engineer will be responsible for:

Assisting and advising the Managing Director in developing the quality control manual and quality plan in coordination with the client.

Controlling the detailed engineering designs and documents and ensuring the clients approval is obtained before any action is taken.

In association with the project engineer and senior construction supervisor, ensuring that all skilled levels of manpower are familiar with the quality control procedures.

Inspection and testing of all materials, tools and equipment to be used in the execution of the project to ensure they conform to the relevant ISO standards.

Determining the inspection, measuring and test procedures and equipment to be utilized during the execution of the project.

Providing 48 hours notice to the client or clients representative of all QA/QC inspections, measuring and tests to be carried out to enable the client or clients representative be present.

Specifying the requirements for handling, storage, packaging and delivery of all materials, tools and equipment to be used in the execution of the project.

Carrying out and recording all aspects of the quality control procedures employed, and preparing daily QA/QC reports throughout the duration of the project.

Submitting to the managing director all the QA/QC reports on a daily basis, and briefing the managing director on any developments or modifications needed to maintain the standards of quality.

            iii         The Project Engineer

The Project engineer shall represent the managing director on site and shall have all the responsibilities and authority for technical guidance and administration to accomplish the successful completion of the project.

The project engineer shall be responsible For:

Consulting with the QA/QC Engineer on all matters pertinent to the quality of the project.

To plan and organize the project manpower.

Taking instructions from the QA/QC Engineer on all matters pertinent to the quality of the project and communicating these instructions to all levels of skilled manpower.

Directing and coordinating the activities of all stages of the project with the team members in accordance with the quality control and quality assurance system.

Managing the execution of the project so as to achieve the required levels of quality, cost control and compliance with the established schedules.

Submitting all revised detailed engineering designs and document to the QA/QC Engineer for review and approval.

Ensuring timely and accurate preparations of all QA/QC inspections, measurements and tests.

Corresponding with the client or the client representative on all stages of the project.

Submitting to the managing director all the progress reports on a daily basis, and briefing the managing director on any development or modifications needed to meet the contractual milestones and deadlines.

            iv         Senior Construction Supervisor

The Senior Construction Supervisor shall be responsible for shop and field activities and shall report to the project engineer.

The Senior Construction Supervisor shall be responsible for:

Supervising and monitoring the construction works in accordance with the quality control manual and plan.

Recruiting of skilled technicians and artisans and ensuring they are familiar with the quality control procedures.

Recording all materials deliveries and assisting the QA/QC Engineer in the inspection and testing of all materials, tools and equipment to be used in the execution of the project to ensure they conform to the relevant ISO standards.

 

QUALITY ASSURANCE PLAN

Definitions:

In this quality assurance plan and specifications or special conditions annexed hereto:

The word project shall also include articles of every description and materials of every kind in every stage of preparation to be supplied under the contract for the design, supply of materials, personnel and equipment, prefabrication, erection and execution of a project.

               Quality Assurance Plan:

This quality assurance plan is specific to the project and shall conform  to all quality standards as specified and required by the client and shall be maintained throughout every stage of the project. This quality assurance plan is based on the ISO 9000 series International Standards for Quality Management 4th Edition.

Responsibility and authority for ensuring that the project is executed to the quality standards shall be based on the personnel as stated in item 2, structure of quality system.

During the execution of the project, the personnel shall:

 

i)               Initiate action to prevent the occurrence of any nonconformity relating to the project and quality assurance plan.

ii)             Identify and record any product, process and necessary amendments that do not meet the quality standards as specified and required by client.

iii)            Initiate, recommend and provide solutions to quality system problems as and when they occur through designated channels.

iv)            Control further processing, delivery and installation of non conforming products until the deficiencies or unsatisfactory conditions have been corrected or eliminated.

            Resource

The resources to be dedicated to the project shall be:

i)               A competent and qualified project team as stated in item 2, Structure of the quality system.

ii)             Premobilized equipment and tools that shall guarantee the desired levels of quality are achieved.

iii)            An operational, financial and remuneration policy designed to guarantee adequate support of all the project activities in such a way that the desired levels of quality are achieved.

            Contract Documentation

Upon award of the contract, the contractor shall review the tender documents, drawings and the contractual documents to ensure that they are adequately defined, documented and understood.

All verbal instructions outside the tender documents, drawings and the contractual documents issued by client shall be documented and countersigned by both client and contractor, and shall be deemed binding.

            Design Control Process:

Upon award of the contract, the contractor shall prepare detailed engineering design calculations, data sheets, dimensioned designs and drawings.

All drawings shall be in bound A4 format and shall be prepared by Int.elect ADDS & E Ltd, Utilizing computer aided design (CAD) techniques.

The CAD program to be used in preparation of the dimensioned designs and drawing shall be microstationTM, version 5.0.

All detailed engineering design calculations, data sheets, dimensioned designs and drawings shall be stored in a computer data base by Nanisco on 3.5” high density diskettes and paper copies.

The documented procedures for design control and verification shall be as given in the table below.

Upon completion of the design control and verification process and compilation of design data, the contractor shall submit the design data documentation comprising of the detailed engineering design calculations, data sheet and dimensioned designs and drawings to clients for review, scrutiny, acceptance and approval.

All modifications to the design data documentation as instructed or authorized by client shall be made and resubmitted to client for acceptance and approval.

The contractor shall obtain final client acceptance and approval of the design data documentation in writing before commencement of the project.
